We have a follow-up to a story we brought you on Saturday. A deputy with the Franklin County Sheriff’s Office and an officer with the Winchester Police Department were involved in a vehicle pursuit last Friday night with 39 year-old Larry Millraney after he allegedly shot into his own residence. During the pursuit, the individual wrecked his vehicle at the intersection of Hwy 130 and Old Estill Springs Road. As officers approached the man, the situation escalated as he allegedly tried to retrieve a weapon resulting in the officers firing shots. He was fatally wounded.
On Target News has learned that a Circuit Court order that was done to reduce the Franklin County jail inmate population because of Covid-19 resulted in unintended consequences when Millraney was released from jail earlier day before being shot and killed.
